, michigan. massive crowds gathering at the state capitol. they're protesting the state's right to work law. the lawmakers set to cast the final votes inside that building this morning. we understand the governor is very ready to sign that into law. very controversial situation going on live in lansing. good morning, everybody, i'm martha maccallum. you are here in america's nice room. >> i'm gregg jarrett in for bill gregg: the right to work vote will mean unions will no longer force workers to pay dues. that the birthplace of the powerful united auto workers union. martha: this has huge national implications over the power of organized labor. governor rick snyder believes there will be more job. he believes the protests hurt more than they help. here he is. >> if you go forward you will create a environment involving labor issues this could rise to the lebl level where i might not keep it off my agenda. i'm not happy about being in this situation. >> he has the responsibility as our leader avoiding this kind of a cliff. it is not, it is not good enough to be for him to say liks behind us.

at michigan state house. there's a vote from the house that has passed the right to work bill. want to bring in alison kosik for the latest. this is controversial, allison. how are people responding? >> reporter: there's not much response here. what's going on inside the capitol is this. two votes happening in the house, one passed as you said, 51-48. that is the public union portion of the right-to-work law. that passed the house. now with the house is going to do is vote on a senate bill on private unions and that is also expected to pass. once that does if it does, it's expected that measure will head to governor rick snider's desk where he is expected to sign it. i did talk to protesters here, i let them know that the first part did pass. one teacher i talked with who came out today said they're not listening to us standing out here. at the same time another person in favor of the measure came up to me and said, what's the latest? i said the first measure passed and she jumped up and said, yeah. you are feeling the tension start to happen here. one thing that happened 40 minutes ago a te

in michigan's capitol city, where legislation is about to be passed that could weaken the power of unions. protestors are furious. republican lawmakers moved quickly last week to enact "right to work legislation," allowing workers at unionized companies not to pay dues to the union, which reduces bargaining power right in the uaw's own back yard. the measure has already been approved by both chambers of michigan's legislature, and final enactment could take place tomorrow. republican governor rick snyder supports the legislation. if enacted, it would make michigan the 24th state with right-to-work laws. recent strikes at a california shipping port are over, but concerns of outsourcing persist. last week, striking workers protested that their jobs were being outsourced. employers denied sending jobs abroad. however, there is evidence that some industries are ramping up outsourcing. consulting firm the hackett group estimates since 2002, 663,000 jobs from large u.s. companies have gone abroad, mainly from industries like information technology, human resources, finance and purchasing. by 20

at that time. i took a look at it and when i got into the hospital in michigan, one of the fellows i met was modeled -- bob dole and we became good friends even to this day. i asked him what are your plans. and he, without hesitating, said i'm going to be a clerk. after that i'm going to run for the state house, first opening in the commerce. that's where i'm going. i figured that's a good idea. so i went to law school and became assistant prosecutor when the territorial losses became available i ran for that office and when the state could came along i got to congress a little ahead of bob. >> you were in the territorial legislature then before you came here. >> two terms in the house and in the senate. >> and then came here as a member of the house and who did you come here without that time? >> only one member of that time. >> you mentioned senator dole and the fact you were then in the hospital with him in michigan. it's amazing that some of these friendships were formed long before any public service. he talks about being a friend of -- excuse me, the senator from wyoming, al simpso
